Jetragon is S-tier. It's not close. The fastest mount in the game (3300 sprint speed), the only flying Dragon legendary, and Aerial Missile makes every fight trivial. Frostallion and Frostallion Noct round out A-tier with excellent stat totals and type coverage. Fastest mount in the game (3300 sprint speed). Aerial Missile partner skill shreds everything. Divine Dragon + Legend stack for a significant combined Dragon damage boost (exact 1.0 values unconfirmed). Level 70 Alpha — the apex legendary. No other Pal competes for raw speed-to-power ratio.
Frostallion
Top-tier stats across the board (400 total). Ice Emperor passive delivers a major Ice damage boost with Legend (exact 1.0 values unconfirmed). Ice Steed gives double jump and converts attacks to Ice — counters Jetragon hard. Best Ice-type in the game by a long shot.
Frostallion Noct
Highest total stats of any legendary (415). Lord of the Underworld passive gives a significant Dark damage boost (exact 1.0 value unconfirmed). Only legendary that can inherit Lucky through breeding (Frostallion + Helzephyr). Black Steed converts attacks to Dark element.
Necromus
Tied for highest Attack (145) with Neptilius. Lord of the Underworld passive boosts Dark damage. Dark Knight of the Abyss gives double jump. But it's overshadowed by Frostallion Noct — same element, lower stats, no unique breeding edge.

Individual Verdicts
Jetragon
S-TIER DragonAerial Missile | Divine Dragon | Breed Power: 90
Jetragon is the undisputed king of Palworld legendaries. It's the fastest mount by a wide margin, the only flying Dragon legendary, and its Aerial Missile partner skill turns every aerial encounter into a turkey shoot. If you catch only one legendary, make it Jetragon. Its 3300 sprint speed means you cross the map in seconds, and the missile launcher makes short work of tower bosses and wild Alphas alike. The lower HP and Defense are irrelevant when nothing can catch you.
Frostallion
A-TIER IceIce Steed | Ice Emperor | Breed Power: 120
Frostallion is the most well-rounded legendary. 140 HP, 140 Attack, 120 Defense — no weak spots. Its Ice typing gives it a decisive edge against Dragon Pals (including Jetragon), and Ice Steed's double jump makes it a top-tier exploration mount. The guaranteed Ice Emperor + Legend combo means it hits like a truck with Blizzard Spike and Crystal Wing right out of the catch. It's not as fast as Jetragon, but it counters Jetragon. That alone keeps it in A-tier.
Frostallion Noct
A-TIER DarkBlack Steed | Lord of the Underworld | Breed Power: 100
Frostallion Noct edges out its Ice counterpart on raw stats — 135 Defense is the second-highest among all legendaries, behind only Paladius. The unique breeding mechanic (Frostallion + Helzephyr) is a double-edged sword: you can't breed two FN's together, but you CAN inherit Lucky from the Helzephyr parent, something no other legendary can do. Black Steed's Dark conversion gives it strong neutral coverage, and it shreds Neutral-type Pals like Paladius. The only reason it's not S-tier: Dark doesn't counter the meta's top threats the way Ice and Dragon do.
Necromus
B-TIER DarkDark Knight of the Abyss | Lord of the Underworld | Breed Power: 70
Necromus hits hard — 145 base Attack with Lord of the Underworld makes it one of the hardest-hitting Dark-types. Dark Knight of the Abyss provides a solid double-jump mount. The problem is Frostallion Noct exists. FN does everything Necromus does but better: same element, same passive, higher HP (+10), higher Defense (+15), and the unique Lucky breeding trick. Necromus has the lowest breed power (70) among legendaries, which is only relevant for breeding calculations — not combat. Solid Pal, just outclassed within its own element.
Paladius
B-TIER NeutralHoly Knight of the Firmament | Celestial Emperor | Breed Power: 80
Paladius is a wall. 145 Defense with Legend's 20% Defense boost makes it the tankiest legendary by far — it soaks damage that would one-shot other Pals. Holy Knight of the Firmament gives a triple jump, which is genuinely useful for reaching high terrain. The problems: 120 Attack is the lowest among all legendaries, Neutral never hits for super-effective damage, and as a Neutral-type it takes 2× from Dark attacks. Celestial Emperor + Legend gives a significant combined Neutral damage boost (exact 1.0 values unconfirmed), but that's still just neutral damage. Great if you want an unkillable tank. Not great if you want to kill things quickly.
Neptilius
B-TIER WaterSentinel of the Great Sea | Lunker | Breed Power: 90
Neptilius is the wildcard legendary. Lunker is unquestionably the best hybrid passive in the game — it buffs two elements AND Defense simultaneously, and it stacks with Legend for a 40% total Defense boost. That 145 Attack combined with Lunker means its Water and Ice moves hit brutally hard. The catch: 105 HP. Neptilius is the glassiest of all legendaries. It folds under focused fire, and its Water typing is matchup-dependent. Added in 0.6.0, it's the newest legendary and hasn't displaced any of the established meta Pals. Sentinel of the Great Sea's water leap is nice for ocean traversal, but how often are you fighting in water?

How to Reach Each Legendary
Coordinates and levels are in the table above. Here is what to pack and watch for at each spawn.
Jetragon — Sunreach
The highest-level legendary encounter in the game, in the Sunreach volcanic zone. Bring heat-resistant armor and Ice-type Pals (Frostallion with Blizzard Spike is ideal) for 2× damage. Jetragon is aggressive and fast — approach with a strong flying mount. Legendary Spheres strongly recommended.
Frostallion — Astral Mountains
Cold-resistant armor is mandatory — temperatures drop well below freezing. Frostallion is Ice-type and weak to Fire (2×), so Faleris or Blazamut make an easy fight. It charges aggressively on the open frozen plateau — use the terrain for cover.
Frostallion Noct — No. 3 Wildlife Sanctuary
Reaching the northeastern sanctuary requires a flying or swimming mount, and PIDF soldiers there attack on sight. As a Dark-type, Frostallion Noct is weak to Dragon (2×) — bring Jetragon or any Dragon-type Pal. It does not sleep and stays aggressive 24/7.
Necromus & Paladius — Desiccated Desert (Paired Spawn)
The two bosses share a spawn point and patrol together — engaging one often pulls both. Bring heat-resistant armor for the desert heat. Necromus is weak to Dragon (2×) while Paladius is weak to Dark (2×), so a mixed team of Dragon and Dark Pals covers both. Try to separate them or take Necromus down first, since Paladius has the highest base Defense (145) in the game.
Neptilius — Isle of the Glacial Core
You need cold-resistant gear for the freezing island temperatures. Neptilius fights in the water — bring a flying mount to avoid being caught swimming. As a Water-type it is weak to Electric (2×); Grizzbolt or Jolthog are strong counters. Its 105 HP is low for a legendary, so it goes down fast once you land hits.
